Best friends birthday gift ideas?

Hey, so one of my best friends 15th birthday is coming up and I am kind of unsure of what i should get her...
I have a bunch of ideas but I'm not sure which one I should use! Also I am a little short in the money department at the moment, so I can't spend a lot of money.
She is going to Hawaii in a few weeks so I was thinking I could get her something summery to wear there?? Or maybe I could just do the simple thing and get her a gift card or money? I make a picture frame with a picture of us?! Gah, I don't know!!! Help please???!
