My boyfriend is turning 18 in about 2 weeks.
And I have NO idea what to get him.
I'm throwing him a surprise birthday party, so my budget is anything below $40. (If i'm buying it.)
I want to get him a special gift though.
Any ideas?

I'll take homemade gifts ideas too.
I want it to be romantic and special(not sex or anything like that though)

While your boyfriend is sleeping, cut off his penis (not his testicles) and put it into a wrapped box. Let him lament and be depressed for about 2 weeks, and during his birthday, give him the box with his penis! He will be absolutely ecstatic that he got his penis back. I promise you he will remember and love you always, because it will be the best gift he could EVER RECEIVE. I still thank my wife EVERY day for returning my penis!

His 22nd birthday is this weekend and I already bought him something expensive, but it is an event and it isn't for another two weeks. I don't want to let his birthday pass without giving or doing anything for him on the actual day...any ideas?
