My sister and i are really close but i have no idea what to get her for her 16th birthday anyone have any idea?

For a Sweet Sixteen, I would go with something girly, probably pink (unless she hates pink) such as a bathrobe from Aerie, Victoria's Secret/PINK, or Target. You can also do cute bedroom slippers. Bath and Body Works may have some of those items too.
It really depends on your price range...if you have a little more money, get her a bottle of perfume! Is there one she likes/has been talking about? I would suggest Dolce & Gabbana Light Blue, Marc Jacobs Daisy, DKNY Be Delicious, or Aquolina Pink Sugar as fun, young fragrances that are light and sweet.
Does she have a lot of jewelry? A jewelry box might be a nice gift. Check at department stores, even Pottery Barn has cute ones.
You can do a pair of simple, nice, earrings from a jewelry shop (real ones, though...not like Claire's). Or consider a charm bracelet chain with a starter charm. There is the standard link but also Pandora bracelets as well.

I can't have a party because my birthday is on Christmas so that wouldn't really work, and I can't ask for a car because I don't even have a license yet, my birthday is on December 25th and I'm not sure what to even plan or ask for?

You could celebrate your birthday the week before and take a couple of friends out to lunch or pizza.You could go to the Mall after that. And if you do not have any idea what you want for your birthday then ask for gift cards to your favorite stores and later when yo think of something you would like you can use the gift cards.
